This project concerns the input of the 2 consultants in the guidance for and support to a project of an international consortium consisting of the New York University School of Law, USA; The Research for the Future Foundation, Washington, USA and the Regional Environmental Centre, Budapest, Hungary. This consortium was contracted by the Danube Regional Project to implement a 1.7 million USD programme in 5 countries in the Danube Basin. The objectives of the project were to enhance public participation programmes related to the sanitation of environmental hot spots and to support implementation of the Aarhus convention. This convention regulates to right of access to environmental information by the public at large. The guidance and support was meant to have a consistent project design through a logical framework matrix and to define and select a set of related indicators to monitor progress and quality of the project during implementation and for evaluation after completion of the project. The implementation of the project and the application of the agreed set of indicators was the responsibility of the consortium.
